Former Taiwanese President Chen Shui-bian released on bail

Taiwan’s former President, Chen Shui-bian (???), has been conditionally released on bail, some ten hours after he was indicted for corruption. Speaking to media at the Taipei District Court, he said: “I want to thank my lawyers, members of the Democratic Progressive Party and my supporters who have given me huge encouragement. I am grateful to those who cared for, supported and looked after me so I could get through the hardest and loneliest 32 days of my life in prison.” He earns the historical distinction of being the first ex-president of the Republic of China to be indicted for criminal offenses and could suffer life imprisonment if convicted.

Along with 13 other family members and close associates, including his wheelchair-bound wife, son Chen Chih-Chung, and daughter-in-law Huang Jui-ching, Chen was indicted Friday on charges of embezzling government funds and laundering money or ill-gotten bribes. The panel of three judges ruled he should appear at future court hearings and must not leave the country nor change his address.

Prosecutor Lin Che-hui accused Chen of having “embezzled 104 million New Taiwan dollars ($3.12 million) from a special presidential fund, and received bribes of $11.73 million in connection with a government land procurement deal and a separate construction project; the damning piece of evidence was the presence of NT$740 million ($22.2 million) in cash stashed in a Taipei bank safety vault held by the Chens.” Yuanta Securities director Tu Li-ping said, “she hand delivered NT$200 million ($6 million) in cash to Wu at the presidential residence in 2006 on behalf of executives of an affiliated bank; the money was an incentive for Wu not to interfere with a merger the bank was pursuing.”

Chen insists on his innocence. Contradicting the 100-page indictment, he said that “the $21 million his wife wired to their son’s Swiss bank accounts came from leftover campaign donations. Taiwanese law permits such donations to be kept by political candidates.”

In 1975, Chen married Wu Shu-chen (???), the daughter of a physician. The couple has a daughter, Chen Hsing-yu (???), who is a dentist; and a son, Chen Chih-Chung (???), who, having received a law degree in Taiwan, studied at and graduated with a M.A. degree from the University of California in 2005.

In November 2006, Chen’s wife Wu Shu-chen and three other high ranking officials of the Presidential Office were indicted for corruption, charged with misappropriating NT$14.8 million (USD$450,000) of government funds using falsified documents. Due to the protection from the Constitution against prosecution of the sitting president, Chen could not be prosecuted until he left office, and he was not indicted, but was alleged to be an accomplice on his wife’s indictment.

Chen’s term as President of the Republic of China ended in May 2008. Immediately thereafter, prosecutors began investigating him regarding allegations that he misused his discretionary “state affairs fund”, as well as his connection to the first family’s money-laundering activities. He resigned from the Democratic Progressive Party on August 15, 2008, one day after admitting to falsifying past campaign expenses and wiring campaign contributions to overseas accounts.

In November 2008, Chen was escorted by a security staff, into the Taipei prosecutor’s office for questioning. After 6 hours, he left the Supreme Court prosecutor`s office in handcuffs, was arrested and detained. The charges each carry a minimum penalty of 5 years imprisonment. Following a 6 day hunger strike while in detention, Chen collapsed and was rushed to Taipei’s Far Eastern Memorial Hospital, where he was later transferred to Panchiao Hospital for force-feeding. Despite Chen’s lack of interest in appealing, his lawyer Cheng Wen-long completed a motion seeking his release from detention and filed a notice of appeal of the court’s decision, along with a petition for constitutional interpretation to restrain actions violative of the Constitution.

Prosecutor General, Chen Tsung-ming said that after Chen’s case had been removed to the Taipei Local Court, he would re-file a petition for Chen’s detention. Chen and the main opposition DPP have accused President Ma Ying-jeou‘s administration of “using the scandals to plan a political plot against the former leader.”

Meanwhile, The Straits Times reported that “prosecutors are to investigate former President of the Republic of China and Chairman of the Kuomintang from 1988 to 2000, Lee Teng-hui on suspicion of money laundering, based on allegations made by Chen during his own questioning recently that his predecessor transferred large funds abroad through dummy accounts.” Mr. Lee angrily denied the accusations concerning “a suspected transfer of 50 million Taiwan dollars (US$2.26 million) to Mr Lee from a local stock investor via overseas dummy accounts.” Charges also included transactions made at the end of Lee’s tenure and at the beginning of Chen’s term, including “one billion Taiwan dollars that had been wired to various countries including Singapore.”

The China Post calls for calm and urges fair trial for Chen. “All the people should wait patiently for the outcome of the trial … They shouldn’t do anything to influence the judges in any way, because the rule of law in Taiwan is at stake. We should show the world that Taiwan is a democracy where anybody who commits a crime, be he a man on the street or a former president, is duly punished.” it said.

Body of missing Florida girl found

The body of Sarah Lunde, a missing 13-year-old Florida girl, was found very close to her home Saturday, authorities said.

Lunde’s body was found by a search-and-rescue dog in an abandoned fish farm about a half-mile away from her home, according to David Gee, sheriff of Hillsborough County. Lunde had been missing since last Sunday from her home in Ruskin, a town to the south of Tampa.

Gee said the body had a green cast on one arm, just as Sarah did. “The green cast is apparent,” he said. He also stated that the body had been in the water for a long period of time, and that an autopsy would be performed to determine the cause of Lunde’s death.

“The family is very distraught,” Gee added.

According to CNN, David Onstott, 36, was charged late Saturday night with first-degree murder Gee said. “He is the defendant.”,Onstott confessed to the murder.He was arrested on Tuesday on a charge of aggravated assault with a deadly weapon. Aside from a 1995 sexual assault charge, Onstott is said to have been sighted at Lunde’s house hours after Lunde disappeared, and grabbed a half-empty beer bottle as he left. This could possibly link him to the numerous beer bottles found around the area, which, it is rumored, will be subjected to DNA testing. Onstott was also arraigned on Thursday on charges of not registering as a sex offender and is currently being held in the Hillsborough County Jail. Although his bond was set at $250,000, sheriff’s spokesman J.D. Callaway stated that since no bond was set on a Michigan drunk driving warrant Onstott is also being held for, there is no bond set on him for his various other charges, so Onstott is being held without bond for the moment.

This case is now the second such case in a month. Jessica Lunsford‘s body was found in Citrus County, north of Tampa, after she had been missing from her home for three weeks.

Convicted sex offender John E. Couey, who had been living near Lunsford’s home, was arrested and charged with her murder after he confessed.

Insurgents in Iraq kill 32 with chemical bomb

Insurgents in Iraq have used a chemical car bomb to kill at least 32 people and injuring at least 50 in the Diyala Province, in the village of Abu Saydah on Tuesday. Reports say that the vehicle used in the attack was parked at a market near two tea stalls.

“A small van with gas canisters exploded in a crowded market, there were many people dead at the scene,” said Iraqi police officer, Captain Sadiq Mohammed.

According to police, the bomb was described as being filled with chlorine gas and injuries reported at the local hospital include burns from a “poisonous gas,” but the United States military in Iraq denies those reports.

“Our folks on the scene… who are investigating this do not have any of those indications,” said a spokesman for the U.S. military in Iraq, Lt-Col Michael Donnelly.

One of the injured, Kadim Hussein, who was taken to the Imam Ali hospital in Sadr City for treatment, complained of eye irritation. “My eyes became puffy due the chlorine gas that was packed in the car bomb…also I had many pieces of shrapnel in my chest and right shoulder,” he said.

Hospitals in Muqdadiyah and Sadr City received most of the victims of the bomb blast. Doctors and authorities at the Imam Ali hospital reported that 11 of the patients they treated were presented with symptoms typical of chlorine poisoning and that many of the victims had trouble breathing.

Chlorine can burn the skin almost instantly and can kill a person if they inhale too much of the fumes. Chlorine is usually used domestically as a disinfectant as well as a bleach.

In April, at least 35 were killed when insurgents detonated a chlorine bomb in the city of Ramadi.

This comes just 6 days after Army Maj. Gen. Benjamin R. Mixon, commander of the 25th Infantry Division based in Iraq’s Diyala province asked for more troops to help with insurgents.

Donation Letters: Raise More Funds By Thinking Like Your Donors

One of the shortcomings of direct mail fundraising is that donors are usually thought of as numbers and not as people. Each donor or member in the database has a unique donor number that identifies that individual. You and I are tempted to examine each donors giving history in terms of frequency, recency and monetary value, all measured with numbers (years, months and money).

We then lump donors in categories and give them impersonal labelssuspect, prospect, major donor, lapsed donor, lybunt (a donor who gave last year but unfortunately not this year).

So the temptation when raising funds with appeal letters is to think of donors in terms of what they can do for the organization monetarily. To think of them as numbers. And yet donors who feel treated this way will not remain your donors for long. Todays donors give to charitable organizations for specific reasons, not simply because they have money to give.

The secret to building long-term, profitable, mutually beneficial relationships with donors is to think the way donors think.

Donors give for dozens of reasons. Some of them rational. Some of them irrational. But behind most decisions to support a worthy cause with a financial gift is a classic motivator. Once you understand what motivates donors to give, you are in a better position to ask them in the right way for the right amount at the right time for the right cause.

Here are three of the main reasons that donors respond to direct mail appeals:

You thanked the donor for the last gift

There are two times to thank donors. One is immediately after you receive their gift. You thank them by mailing a gift acknowledgement letter, note or card. (Or you phone them, which is even better.) The second time is in the next appeal letter that you mail. Somewhere in that letter, preferably somewhere in the first few paragraphs, thank your donor for the last gift you received from them. Like you, donors who feel appreciated are more likely to give again.

You asked them for a gift

This sounds like a self-evident fact, but its one of the basic tenets of fundraisingpeople give because they are asked. Which means people dont usually give unless they are asked, and until they are asked. Many development officers can tell stories of major donors they have approached who, when asked for the first time for a large donation, gave immediately. They would have given sooner. But they were not asked sooner. Your donors expect you to ask for a donation. If you do not ask them for a donation, they assume that you do not need their donation. And if you dont ask, be sure that someone else will.

You showed the donor a way to make a difference

You dont get prospects to come over to your side by explaining the many reasons you deserve support. You get prospects to join you by offering them an exciting, interesting problem to solve, says Conrad Squires in his book Teach Yourself to Write Irresistible Fund-raising Letters. Amen.

French parliamentarian questions Jacques Chirac’s Elysée budget

A member of the French National Assembly, René Dosière, denounces the “opacity” in the budget of the Élysée Palace, the office of the President of the French Republic.

According to him, the president’s real budget is approximately three times the budget given for his services in the yearly national budget voted by the French Parliament, because many employees and services are provided by other ministries and public services free of charge to the presidency, and thus are counted in other budgets. As an example, the French Ministry of Defense provides republican guards and other soldiers, as well as aerial transportation; the Ministry of Foreign Affairs funds official foreign trips; and repairs, furnitures etc. to presidential offices are funded by the Ministry of Culture. Mr Dosière reports that in 2003, the total spending was 82.6 million Euros, while the official budget of the presidency was 30.5 million.

Mr Dosière started inquiring about presidential expenses about four years ago, and since then has been a critic of the opacity of accounting at the presidency. In order to obtain the necessary information, he has had to ask numerous questions to the executive and administrations.

In addition, he points out that the official budget of the presidency has boomed under Jacques Chirac’s term: between 1995 and 2005, it climbed from 5,21 millions to 26,14 millions. In 1995, the president also had at his disposal some “secret funds”, the total amount of which was voted by parliament, but which could be spent at his discretion. “Secret funds” were originally meant to fund specific missions that could not be funded within the exacting rules of public accounting, such as secret operations abroad, but they gradually also came to serve to pay various gratifications to government officials. Since 2002, secret funds have been cut and are reserved for paying for secret operations, while services that used them for normal operations were given special compensation. In 2005, the special compensation for the presidency was 5.5 million Euros.

In 2001, the French Parliament voted a law known as the LOLF (Loi d’orientation relative aux lois de finances) reforming the budget system, with a timetable for gradual implementation. This law mandates that any public spending should be traced to an identifiable “mission” of government.

Sam Brownback is perplexed. The U.S. Senator from Kansas and Presidential candidate is a Republican whose politics—he is against marriage for gay people, he is against abortion, and he has a clean image in a party tainted by scandal—should speak favorably to the party’s base. But it has not. “I’m baffled by that myself,” Senator Brownback told Wikinews reporter David Shankbone. “We haven’t been able to raise money.”

A recent poll in Iowa has put him in eighth place, with 2% supporting his campaign. “If we don’t finish fourth or better in Iowa…we’ll pull out.”

Senator Brownback’s relationship with God infuses almost every answer you find below. Although he doesn’t feel “competent” to explain why God would dislike gays, he does feel strongly that allowing two men or two women to enter into the union of marriage will destroy it for heterosexuals. Pointing to the research of Stanley Kurtz at the Hoover Institution, Brownback asserts that Northern Europeans have “taken the sacredness out of the institution.”

In the interview, Senator Brownback discusses the tug-and-pull that befalls him when his constituents show up at his office and say, “Look, I’m a conservative, but we need this bridge, we need this subsidy, we need this hospital.” Brownback feels this spending system needs to be changed; however, when it comes to energy policy, Brownback is there for his constituents. David Shankbone asked the Kansas Senator, a supporter of cellulosic ethanol, why he doesn’t support the lowering of tariffs on sugar since sugar ethanol delivers 8 times the energy output of cellulosic ethanol. Brazil, in particular, has become energy independent because of its sugar ethanol program. It’s cheaper to produce, and there is vastly more bang for the buck in sugar fuel than in corn fuel; an entire country no longer needs to import oil because of it. Federal tariffs currently make sugar ethanol too expensive in the United States. “You’re going to kill the ethanol industry here just as it gets going,” was Senator Brownback’s response. However, there is a debate over whether the process to make corn ethanol uses more energy than the ethanol itself produces.

2008 Computex Preview: WiMAX, threat? opportunity?

2008 Computex Taipei (a.k.a Taipei International Information Technology Show), the second largest IT show in the world, will start on June 3 to 7 at the TWTC Hall 1 & 3, Taipei International Convention Center (TICC), and TWTC Nangang, in conjunction with 2008 WiMAX Expo Taipei, which will start earlier at the Taipei Show Hall 2. With two IT-related industry shows will be concurrently showcased in different venues, it will bring on many convergences and opportunities for networking and mobile-related industries worldwide including Taiwan.

Since the Taipei Computer Association, Ministry of Economic Affairs (MOEA), and Industrial Technology Research Institute preliminary imported the “WiMAX Forum Showcase & Conference” into the TICC, WiMAX-related topics were mostly focused by several worldwide media and industrial elites. In extremity, some technologies and solutions like eSNG, wireless medical care, wireless transmission, and mobile entertainment were showcased there. And the MOEA also signed MOUs with 5 world-class WiMAX companies to help the networking industry last year in Taiwan.

Even though the signing of MOUs and new technologies will bring opportunities for WiMAX-related industries, and the mobile devices will be progressively popular in the future and more slim like an UMPC, but some companies from information security industry were worried about the future trend because of invisible threats on the Internet.

There were several weak points on IM or P2P software, and USB mass storage devices. For example, Skype, a famous Internet telephony software, progressively became a hacking tool by several fraud groups although several enterprises had awareness on IM software and made several policies to prevent using them. According to a statistic on virus-infected users, even though there were 99% of Microsoft Windows users (infected by viruses), but a minor of 0.03% mobile device (e.g. Windows Mobile, Palm OS, etc.) users shouldn’t be unnoticed. If the infrastructure of WiMAX technology is matured, although it (WiMAX) will bring convergences and opportunities for networking and digital content industries and bring on mobile populations, as the fraud groups updated their crime tools and extended their platform into mobile devices, there will be a lot of risks for mobile and Internet users as they welcomed the WiMAX technology.

It’s a real deal that the WiMAX will bring different kind profits and benefits for different industries, but before the WiMAX became the trend, if Internet users didn’t cultivate proper habits on using the Internet, the WiMAX will still bring on threats for end-users and industries.
