Local municipal and provincial volunteers in Manitoba, Canada are exhausted in their efforts to divert the rising waters of the Red River of the North.

It has been hard work with little sleep for the residents who live on the shores of the Red River to shore up their defences with sandbags, build dikes, clear frozen culverts and break ice jams

Volunteers to spell relief for local volunteers and food are desperately needed.

“It’s a week now we’ve been doing this … you’re talking four, five, six public works guys. In my one community we’ve got 25 volunteer firefighters and those guys have been going 24/7, so of course it’s wearing them down.” said Paul Guyader, Manitoba’s emergency measures coordinator.

“We’re dealing with one of the biggest floods the province has ever seen,” said Steve Strang, mayor of St. Clements, Manitoba “We’ve put out hundreds of thousands of bags already. The municipalities are working very well, we’re working with the provincial government, we’ve brought in every possible resource we could to address this issue. The volunteerism within the community has been phenomenal.”

The Portage Diversion has taken some spring waters from the Assiniboine River and diverted the flow to Lake Manitoba.

Roseau River Anishinabe First Nation has been totally evacuated, as well as many homes near the Canada – United States border.

The cold weather is freezing the ice jams into place. Guyader has had 2 Amphibex Excavators operating on the river breaking up ice.

The Red River is right now 16.7 feet (5 metres) above spring ice conditions. The Red River Floodway gates cannot be opened with the current ice jams.

“If we operate now, we can get ice jamming going into the floodway, jamming up against the St. Mary’s bridge, as such, the floodway capacity would be reduced and would cause higher water levels in the city of Winnipeg.” said Steve Topping, Manitoba Water Stewardship spokesman

The floodway was constructed in 1968 following the 1950 flood to divert the overflow spring flooding waters of the Red River. The floodway has been widened the since the 1997 “flood of the century” and the expansion is expected to be completed this spring. As well Manitoba built permanent dikes around communities within the flood plain since the last two major floods..

The Red River waters will crest between the beginning of April to mid April, at which time also the weather should be warming up. Communities are bracing for higher water levels, more ice jams as well as melting snow in the warmer spring temperatures.

The president of Egypt has suffered a “devastating blow” after the country’s army announced they would not use force against their own people, who continue to protest against the government tonight. The news came hours after six journalists who reported on the protests were released from custody.

Hosni Mubarak yesterday announced a new cabinet, which does not include several figures who protesters largely do not approve of. Analysts have, however, suggested little had changed within the government; many positions, they say, are filled with military figures.

In a statement broadcast on state media in Egypt, the army said: “To the great people of Egypt, your armed forces, acknowledging the legitimate rights of the people … have not and will not use force against the Egyptian people.” A BBC correspondent in Cairo said the announcement meant it “now seems increasingly likely that the 30-year rule of Mr Mubarak is drawing to a close.”

“The presence of the army in the streets is for your sake and to ensure your safety and wellbeing. The armed forces will not resort to use of force against our great people,” the statement added. “Your armed forces, who are aware of the legitimacy of your demands and are keen to assume their responsibility in protecting the nation and the citizens, affirms that freedom of expression through peaceful means is guaranteed to everybody.”

Earlier today, six journalists from the independent news network Al-Jazeera were released from custody after being detained by police. The U.S. State Department criticized the arrests; equipment was reportedly confiscated from the journalists.

Egyptian officials yesterday ordered the satellite channel to stop broadcasting in the country. Al-Jazeera said they were “appalled” by the government’s decision to close its Egyptian offices, which they described as the “latest attack by the Egyptian regime to strike at its freedom to report independently on the unprecedented events in Egypt.”

In a statement, the news agency added: “Al-Jazeera sees this as an act designed to stifle and repress the freedom of reporting by the network and its journalists. In this time of deep turmoil and unrest in Egyptian society it is imperative that voices from all sides be heard; the closing of our bureau by the Egyptian government is aimed at censoring and silencing the voices of the Egyptian people.”

On Friday, Wikinews reported the government had shut off practically all Internet traffic both out of and into the nation, as well as disrupting cellphone usage. A spokesperson for the social networking website Facebook said “limiting Internet access for millions of people is a matter of concern for the global community.”

A reported 50,000 campaigners, who are demanding the long-time leader step down and complaining of poverty, corruption, and oppression, filled Tahrir Square in Cairo today, chanting “We will stay until the coward leaves.” It is thought 100 people have so far died in the demonstrations. Today there have been protests in Suez, Mansoura, Damanhour, and Alexandria.

Speaking to news media in the area, many protesters said the new cabinet did little to quell their anger. “We want a complete change of government, with a civilian authority,” one said. Another added: “This is not a new government. This is the same regime—this is the same bluff. [Mubarak] has been bluffing us for 30 years.”

In Tahrir Square today, protesters played music as strings of barbed wire and army tanks stood nearby. Demonstrators scaled light poles, hanging Egyptian flags and calling for an end to Mubarak’s rule. “One poster featured Mubarak’s face plastered with a Hitler mustache, a sign of the deep resentment toward the 82-year-old leader they blame for widespread poverty, inflation and official indifference and brutality during his 30 years in power,” one journalist in the square reported this evening.

240,000 U2] fans are preparing for Ireland’s most successful band ever to return for a hometown gig in Dublin. The supergroup is playing Friday, Saturday and Monday in front of 80,000 people a night at Croke Park. Gardaí have put in place a massive traffic management plan to cope with the influx of people. Fans have been queing since Thursday morning when a group of fans from Holland, Italy and Canada started queuing outside the stadium.

The concert forms part of U2’s current “Vertigo” world tour. The support acts include emerging Irish bands Snow Patrol and The Thrills along with already very popular Paddy Casey. Ash and The Bravery will cap it off as warm up acts on Monday.

The gates for the gig will open at 4pm with the actual band not expected until around 8.30pm. Irish media has entered a frenzied anticipation of the concert all this week, with constant coverage on radio stations. The national broadcaster, RTÉ, is set to dedicated almost 3hr 30min to the band with an exclusive interview by Dave Fanning forming the centerpiece of the stations coverage of the “U2 weekend”. Coldplay frontman Chris Martin, who played in front of a sell out crowd in Dublin earlier this week told fans that U2 were “still the best band in the world”.

Croke Park is the fourth largest stadium in Europe, with an official capacity of 82,000 – bigger than both Cardiff’s Millennium Stadium and Paris’ Stade de France. Croke Park is used to host GAA matches in sports such as hurling and Gaelic football and regularly attracts audiences of 60,000 or more in the summer months.

The Marussia F1 team’s test driver, Spaniard María de Villota, was taken to hospital by air ambulance today after a collision in testing at Duxford Aerodrome.

At the end of her first installation run, the car she was driving had a low-speed collision with the loading ramp of the team’s support truck. According to BBC Cambridgeshire presenter Chris Mann, the car “suddenly accelerated” into the rear of the vehicle. The Marussia team released a statement an hour and a half after the accident, stating that she had been transferred to hospital, and a further statement would be issued once her condition had been assessed.

A spokesman for the East of England ambulance service, Gary Sanderson, said de Villota had “[…] sustained life-threatening injuries and following treatment at the scene by paramedics, she has been taken to Addenbrooke’s Hospital for further care.” According to witnesses, she was motionless for about fifteen minutes as medical teams attended to her, but did move her hands before being taken away from the test track. Medical charity Magpas, whose volunteer paramedics attended the accident, reported she had sustained injuries to her head and face, and was in a ‘stable condition’ when she reached the hospital.

Marussia reported her as conscious later in the afternoon: “Since Maria’s arrival at the hospital at approximately 10.45am this morning, she has been receiving the best medical attention possible at the hospital, which is the region’s major trauma centre. Maria is conscious and medical assessments are ongoing. The team will await the outcome of these assessments before providing further comment. The team’s first priority at this time is Maria and her family.”

De Villota was announced as Marussia’s test driver in March, having prior experience driving for Alan Docking Racing in Superleague Formula in Spain.

The U.S. Supreme Court on Tuesday overturned a witness tampering conviction against accounting firm Arthur Andersen LLP for destroying documents related to now-bankrupt energy giant Enron Corp. The verdict virtually put Andersen, once one of the largest accounting firms in the world and the fifth-largest in the United States, out of business.

In a unanimous opinion written by Chief Justice William Rehnquist, the court threw out the verdict due to serious flaws in the jury instructions. The Fifth Circuit Court of Appeals had upheld Andersen’s June 15, 2002 conviction in Houston.

In the court’s view, the instructions allowed the jury to convict Andersen without proving that the firm knew it broke the law or that there was a link to any official proceeding that prohibited the destruction of documents. “The jury instructions at issue simply failed to convey the requisite consciousness of wrongdoing,” Rehnquist wrote. “Indeed, it is striking how little culpability the instructions required.” Rehnquist’s opinion also expressed grave skepticism at the government’s definition of “corrupt persuasion”–persuasion with an improper purpose even without knowing an act is unlawful. “Only persons conscious of wrongdoing can be said to ‘knowingly corruptly persuade,’ ” he wrote.

The ruling came very quickly, as oral arguments in the case had taken place on April 27. Justice Department attorneys claimed Andersen employees were instructed “undertake an unprecedented campaign of document destruction” in order to impede a Securities and Exchange Commission investigation into Enron’s conduct. Deputy Solicitor General David Dreeben likened Andersen’s behavior to “shredding its smoking guns.”

However, Maureen Mahoney, arguing for Andersen, countered that the employees involved merely followed the company’s policy on destroying unneeded documents, and that the shredding occurred before Andersen received a subpoena on November 8, 2001. She also claimed that under the government’s legal definition of “corrupt persuasion,” acquittal was virtually impossible.

The justices seemed to indicate which way they were leaning very early in oral arguments, as they peppered the government lawyers with hostile remarks.

Justice Antonin Scalia called the government’s theory of prosecution “weird.” Justice Sandra Day O’Connor was particularly troubled by the trouble the jury initially had sifting the evidence. “If this thing is so confusing,” she asked, “how is a businessperson supposed to know? How is a lawyer supposed to know?”

Andersen’s appeal was backed by the National Association of Criminal Defense Lawyers. In a friend-of-the-court brief, the association claimed that the government’s broad definition of “corrupt persuasion” put defense lawyers at risk for prosecution simply for advising clients of their rights to assert legal privileges or review document retention policies.

Despite the ruling, which returns the case to the Fifth Circuit, it is highly unlikely Andersen will ever return as a viable business. It lost nearly all of its clients after its indictment, and was forced to shut down its American accounting practice due to federal laws that forbid convicted felons from auditing public companies. The firm still faces more than 100 civil suits related to its audits of Enron and other companies. Once 28,000 employees strong, the Chicago-based Andersen is now down to around 200 employees who are largely occupied with handling the civil suits and other details of winding down the partnership.
