British white paper on public health

ENGLAND – UK Health Secretary John Reid has proposed widespread legislative and health care changes in a new white paper on public health released Tuesday. Titled “Choosing Health”, the paper details government plans to restrict smoking in public places, limit ‘junk food‘ advertisements to children, make available “lifestyle trainers”, campaign against sexually transmitted diseases and tobacco, and improve food labelling.

The white paper comes after extensive public comment that involved 150,000 people.

Smoking would be restricted in enclosed public spaces, restaurants, workplaces, and some pubs. The ban would be enacted gradually, affecting government and NHS buildings in 2006, enclosed public places in 2007, and private property in 2008. Permanent exemption would be granted to pubs that do not serve prepared food — though not at the bar — as well as private clubs, a decision that has provoked some to call the measure incomplete. Up to 90% of pubs are expected to be affected. The Scottish executive proposed a complete ban on smoking in enclosed public places last week, and Ireland has already banned smoking in pubs and restaurants.

Food advertisements targeted to children would be banned until 9pm, under the White Paper’s proposals. The restriction is a measure to tackle rising rates of childhood obesity. The government also intends to develop voluntary standards on food and drink advertisements to children with industry, only threatening legislation if an acceptable standard is not reached by 2007. Additionally, low income families would receive vouchers for fresh fruit, vegetables, milk, and infant formula. School lunches would also be held to stricter nutritional standards. Reid has warned that unless childhood obesity is tackled, “we face the prospect of children having shorter life expectancy than their parents”.

Food labelling would also be improved, with a “traffic light” system implemented. Packaged food would be evaluated based on its fat, sugar, and salt content.

The paper is unusual for suggesting a more holistic approach to health care, offering for the first time “lifestyle trainers.” The National Health Service would be funding with an additional £1bn to make people’s overall lives healthier, which is expected to save £30bn in preventable illness.

The paper additionally makes mention of reducing accidents, which affected 2.7m people last year and is a leading cause of child death, curb binge drinking, and reduce substance abuse among youths.

The paper has been criticized by many parties. The Tory Shadow Health Secretary has criticized the Labour government’s comprehensiveness and creation of a “new nanny state approach”. He has additionally described it as “gimmicks”. The Liberal Democrats have accused the government of not being comprehensive enough. It has also been criticized by the British Medical Association as being implemented too slowly, saying “When lives need saving, doctors act immediately”.

Mr. Reid has argued against the nanny state label, saying “In a free society, men and women ultimately have the right within the law to choose their own lifestyle, even when it may damage their own health. But people do not have the right to damage the health of others, or to impose an intolerable degree of inconvenience or nuisance on others … This is a sensible solution which balances the protection of the majority with the personal freedom of the minority in England”.

Fears about Songhua settled

Following an explosion in November of 2005, China’s Songhua river was contaminated with nitrobenzene and similar chemicals. Its clean-up by The State Environmental Protection Administration and others was covered previously on Wikinews.

The State Environmental Protection Administration Minister Zhou Shengxian has said that “The water quality of the Songhua River will not exceed national standards on a large scale during the spring thaw, and fish in the river and from pounds along the banks are safe to eat.” Zhou further guaranteed that livestock near the river banks and products from such livestock to be safe to eat, and that the growth of crops will not be inhibited by use of water from the Songhua River for irrigation.

Concerns of residents that the possible release of remnants of nitrobenzene that may have been trapped in the ice and in the sediment might occur and endanger the safe utilization of the river after the influence of a period of being frozen have been settled.

Zhou said that research indicated only a small amounts of the toxic chemical within the ice and that the quantity that could be entrapped in the sediment was limited by its structure as composed mostly of sand. These characteristics and the inevitable high flow rate of the river once the winter’s ice melts in the spring will allow the water to be safe said Zhou, referencing an interim assessment of the river spill done by a consortium which began the assessment on December 13 2005.

Chen Jining of Tsinghua University’s Department of Environmental Science and Engineering, commented that “Even in the rare cases when levels are beyond standards in some places, we also have the technology in place for example, activated carbon to ensure safe drinking water supplies.”

Zhou has also stated that the joint program with Russia to monitor boundary rivers will continue. The front of the pollution from the explosion has been predicted to reach the estuary of the Armur river in Russia near the end of January 2006.

Costa joins Juventus FC on one-year loan

On Wednesday, Italian football club Juventus announced an agreement with German club Bayern Munich for a one-year loan of Brazilian winger Douglas Costa for a fee of €6 million, to run until June 30, 2018.

26-year-old Douglas Costa joined Bayern in 2015 under Pep Guardiola’s management from Ukrainian club Shakhtar Donetsk. In two seasons at the Allianz Arena, Costa has scored fourteen goals and provided 27 assists, making 77 appearances in total. He won two consecutive Bundesliga titles, a DFB Pokal, and a DFL-Supercup. Before joining the Bavarian club, the left-footed winger won five consecutive Ukrainian Premier League trophies.

In the agreement with Bayern, Juventus can exercise an option to buy the player for €40 million before July 1, 2018. Bayern may receive an additional €1 million subject to conditions in the contract. Bayern Munich’s chairman Karl-Heinz Rummenigge said, “We had serious and constructive talks with Juventus’ representatives. All of FC Bayern’s financial demands have been met”.

Upon asking why he joined Juventus, Costa told the Juventus’ interviewer that he “had always dreamed of playing” with the Old Lady and said he was “delighted to be part of” Juventus’ team.

Excellent crafts from indigenous peoples showcased in Taipei, Taiwan

To promote the craft design of indigenous peoples in Taiwan, the Council of Indigenous Peoples of Executive Yuan, the show organizer, made an inception on crafts of indigenous peoples with the “2008 Taiwan Indigenous Peoples Craft Exhibition” in the Ketagalan Culture Center in Taipei, Taiwan.

As of the organizer, this exhibition was set to discover more excellent artisans from indigenous peoples and promote the excellent crafts of indigenous peoples in Taiwan to bring on the sustainability of the traditional indigenous tribes.

Crafts of indigenous peoples, with features on innovations, creations, and fashions, showed a varied culture different from the past. It symbolized the culture of indigenous peoples in Taiwan not to be very simple.

China has extensive plans for space exploration

China is developing and enacting a long term space program aimed at cultivating and proving the country’s scientific abilities. The project is heavily research based and includes plans extensive manned missions and a modular space station. However the ultimate goal is lunar based.

The Chinese hope to develop its own pollution free fuels that may be used in high capacity rockets that may be able to launch upwards of 25 tons into space. The program has plans for a moon based astronomical telescope and extensive research of the moon’s geology. Ouyang Ziyuan, who heads the moon research program, has explained one particular interest is the helium-3 isotope. Helium-3 is thought to have great capacity for a reliable, non-polluting fuel source.

Their recent Shenzhou 6 mission sent two astronauts into orbit for 5 days. The Shenzhou 7 mission expects to launch three astronauts into space in 2007. Subsequent missions include plans for launching parts of their space station and eventually. The Chinese intend to man their orbiting space station with Shenzhou 10. By 2006 the Chinese hope to launch the Chang’e 1 lunar orbiter which is designed around a Chinese commercial satellite. They intend to follow up with landlers and sample collection as early as 2017.

Started in 1992, the Chinese space program has made rapid progress. Shenzhou 6 was their second manned mission and cost China roughly 110 million, quite inexpensive when compared to the space missions of other countries. The programs extensive plans hint that now, more than ever, the program’s progress is heavily dependent on funding. In 2004 the Chinese budget was 1.8 billion, almost a 30% less than in 1999 and tiny compared to NASA’s spending potential, upped to 16.5 billion for 2006. The space program realizes that it must fit into the country’s grander scheme.

Hu Shixiang, deputy commander in chief of China’s manned space program told CNN that the Chinese are not competing with other countries in their space research, denying any comparison to the Cold War space race. He said China is willing to put for international cooperation in their space research.

After killing wife and children, police officer commits suicide in Noyon, France

A police officer has shot and killed his wife and two of their children at the train station in the French city of Noyon in the department of Oise, the local prosecutor said, after the wife had informed the officer of her intention to separate from him. Their sons were aged three and five; a third child, twin to the five year old victim, survived the attack and is in the care of child services. The killings took place around 11:30 local time (0930 UTC) on Sunday.

The wife, born in 1983, called the gendarmes (police) in the morning, and they arrived to find her explaining to their five children about the domestic argument which had escalated. The husband returned while the police were present, and they reported he seemed calm and did not interfere with the children being moved to a neighbor’s home, so they departed. The woman reportedly chose to leave her house when her husband was not there, and headed to the station, where the husband awaited them armed.

After assassinating his family, the police officer committed suicide. The wife’s family lived in Guiscard, near Noyon. The station at Noyon was closed after the incident. Late on Sunday, the police were searching for a witness who escaped after observing the events.
