Commonwealth Bank of Australia CEO apologies for financial planning scandal

Ian Narev, the CEO of the Commonwealth Bank of Australia, this morning “unreservedly” apologised to clients who lost money in a scandal involving the bank’s financial planning services arm.

Last week, a Senate enquiry found financial advisers from the Commonwealth Bank had made high-risk investments of clients’ money without the clients’ permission, resulting in hundreds of millions of dollars lost. The Senate enquiry called for a Royal Commission into the bank, and the Australian Securities and Investments Commission (ASIC).

Mr Narev stated the bank’s performance in providing financial advice was “unacceptable”, and the bank was launching a scheme to compensate clients who lost money due to the planners’ actions.

In a statement Mr Narev said, “Poor advice provided by some of our advisers between 2003 and 2012 caused financial loss and distress and I am truly sorry for that. […] There have been changes in management, structure and culture. We have also invested in new systems, implemented new processes, enhanced adviser supervision and improved training.”

An investigation by Fairfax Media instigated the Senate inquiry into the Commonwealth Bank’s financial planning division and ASIC.

Whistleblower Jeff Morris, who reported the misconduct of the bank to ASIC six years ago, said in an article for The Sydney Morning Herald that neither the bank nor ASIC should be in control of the compensation program.

New roadmap unveiled for Northern Ireland devolution

Irish Taoiseach Bertie Ahern and British Prime Minister Tony Blair have unveiled a new roadmap for the Northern Ireland devolution process. The roadmap sets a target date for a new Northern Ireland Executive to be set up.

The roadmap, known as the Saint Andrews Agreement, came after three days of intense talks in St. Andrews, Scotland. The agreement gives dates for the steps to devolution culminating on March 26, 2007 when the Executive is to be fully up and running.

The first deadline is on November 10, 2006 during which time both parties must accept the agreement and for the first time in the history of the party, the Democratic Unionist Party will cast a vote for their rivals, Sinn Fein.

The second deadline is on November 27, 2006 in which the Northern Ireland Assembly, would gather to elect the first minister and deputy first minister of the Executive. The first minister is speculated by many to be Ian Paisley, the leader of the Democratic Unionist Party. The deputy first minister is speculated to be Martin McGuinness, the deputy leader of Sinn Fein.

One of the key issues is Sinn Fein’s recognition of the Police Service of Northern Island, which replaced the controverisal Royal Ulster Constabulary. In a reassurance to unionists, the governments said they will not transfer duties over to the executive till 2008. Sinn Fein demanded an immediate transfer of power, possibly to a Sinn Fein minister. “You can’t have a democratic society unless the police are given full support,” Blair said.

After the election of ministers, three steps will take place. The Democratic Unionists will be given time to observe Sinn Fein and see if they are accepting policing. Also, in January, the Independent Monitoring Commission will give another report on the status of the Provisional Irish Republican Army revocation of violence.

Finally in March, an electoral endorsement of the Saint Andrews Agreement will take place be it either through election or referendum. Most of the participants at the summit favored a referendum, except for Ian Paisley, according to an anoynoums source who wished not be identified as he no authorization to release details publicly.

The last two final steps take place in March 2007. On March 14, the nomination of the Executive will take place.

Finally, if all goes well, the Northern Ireland Executive power-sharing government and full devolved Northern Ireland Assembly would be revived and take power on March 26, 2007. However, if the parties fail to set up the Executive or fail to agree “at any stage”, the Assembly will be dissolved and direct rule from London will continue with input from the Republic of Ireland.

Tony Blair said the essential parts of the agreement are that all parties accept policing and the courts and have a clear agreement on power-sharing. “So those are the two essential parts of it,” Mr Blair said.

Ian Paisley, the notorious hardliner evangelist who has made his political career out of saying no to comprehensive reforms, eschewed his trademark fire-brand rhetoric offered a welcome and said that the province is “at a crossroads.” Paisley said of Ulster, “a place where there is a road to democracy and where there is a road to anarchy.” Further adding, “I trust that we will see in the coming days the vast majority of people taking the road to democracy.”

Blair also added, “We’ve been through different parts of this process many times over the past few years but I think this is a sound basis to proceed.” He also said on the possible election of Paisley and McGuinness to their minister positions, “I do not think anybody will find it easy to sit in an executive with people who they are deeply opposed to, or indeed hostile to.”

Referring to Sinn Fein, Paisley stated “We will meet the requirements. But the IRA-Sinn Fein has got to meet those requirements. And when they do, we will really be on the way to peace in Northern Ireland.” Paisley left St. Andrews quickly after attending the press conference in order to be with his family for his fiftieth wedding anniversary.

Sinn Fein leader, Gerry Adams offered a guarded welcome of the plans and stated “requires thoughtful consideration and consultation.” He made no mention of policing. However, he stated the restoration of power-sharing was an “an enormous prize. Common sense, political realism and the interests of all sections of our people demand that we achieve this.”

Sir Reg Empey, the leader of the Ulster Unionist Party said that the agreement was “Belfast for slower learners.” He added “Sinn Fein will sign up to the PSNI being the only force of law and order and Ian Paisley, or a colleague, will share the joint office of first and deputy first minister with Martin McGuinness in a mandatory coalition.”

Leader of the more moderate nationalist Social Democratic and Labour Party, Mark Durkan stated that welcome progress had been made in devolution and that his party would continue working towards this.

The leader of the cross-community non-sectarian Alliance Party of Northern Ireland, David Ford said of the summit that the outcome of the summit was a mix of “of challenges and opportunities”. He added, “Despite all that remains to be done, there is now at least a sense of hope for a shared future.”

Direct rule from London has been in place since the Assembly and Executive dissolved in 2002 over allegations of IRA spying ring.

Cleveland, Ohio clinic performs US’s first face transplant

A team of eight transplant surgeons in Cleveland Clinic in Ohio, USA, led by reconstructive surgeon Dr. Maria Siemionow, age 58, have successfully performed the first almost total face transplant in the US, and the fourth globally, on a woman so horribly disfigured due to trauma, that cost her an eye. Two weeks ago Dr. Siemionow, in a 23-hour marathon surgery, replaced 80 percent of her face, by transplanting or grafting bone, nerve, blood vessels, muscles and skin harvested from a female donor’s cadaver.

The Clinic surgeons, in Wednesday’s news conference, described the details of the transplant but upon request, the team did not publish her name, age and cause of injury nor the donor’s identity. The patient’s family desired the reason for her transplant to remain confidential. The Los Angeles Times reported that the patient “had no upper jaw, nose, cheeks or lower eyelids and was unable to eat, talk, smile, smell or breathe on her own.” The clinic’s dermatology and plastic surgery chair, Francis Papay, described the nine hours phase of the procedure: “We transferred the skin, all the facial muscles in the upper face and mid-face, the upper lip, all of the nose, most of the sinuses around the nose, the upper jaw including the teeth, the facial nerve.” Thereafter, another team spent three hours sewing the woman’s blood vessels to that of the donor’s face to restore blood circulation, making the graft a success.

The New York Times reported that “three partial face transplants have been performed since 2005, two in France and one in China, all using facial tissue from a dead donor with permission from their families.” “Only the forehead, upper eyelids, lower lip, lower teeth and jaw are hers, the rest of her face comes from a cadaver; she could not eat on her own or breathe without a hole in her windpipe. About 77 square inches of tissue were transplanted from the donor,” it further described the details of the medical marvel. The patient, however, must take lifetime immunosuppressive drugs, also called antirejection drugs, which do not guarantee success. The transplant team said that in case of failure, it would replace the part with a skin graft taken from her own body.

Dr. Bohdan Pomahac, a Brigham and Women’s Hospital surgeon praised the recent medical development. “There are patients who can benefit tremendously from this. It’s great that it happened,” he said.

Leading bioethicist Arthur Caplan of the University of Pennsylvania withheld judgment on the Cleveland transplant amid grave concerns on the post-operation results. “The biggest ethical problem is dealing with failure — if your face rejects. It would be a living hell. If your face is falling off and you can’t eat and you can’t breathe and you’re suffering in a terrible manner that can’t be reversed, you need to put on the table assistance in dying. There are patients who can benefit tremendously from this. It’s great that it happened,” he said.

Dr Alex Clarke, of the Royal Free Hospital had praised the Clinic for its contribution to medicine. “It is a real step forward for people who have severe disfigurement and this operation has been done by a team who have really prepared and worked towards this for a number of years. These transplants have proven that the technical difficulties can be overcome and psychologically the patients are doing well. They have all have reacted positively and have begun to do things they were not able to before. All the things people thought were barriers to this kind of operations have been overcome,” she said.

The first partial face transplant surgery on a living human was performed on Isabelle Dinoire on November 27 2005, when she was 38, by Professor Bernard Devauchelle, assisted by Professor Jean-Michel Dubernard in Amiens, France. Her Labrador dog mauled her in May 2005. A triangle of face tissue including the nose and mouth was taken from a brain-dead female donor and grafted onto the patient. Scientists elsewhere have performed scalp and ear transplants. However, the claim is the first for a mouth and nose transplant. Experts say the mouth and nose are the most difficult parts of the face to transplant.

In 2004, the same Cleveland Clinic, became the first institution to approve this surgery and test it on cadavers. In October 2006, surgeon Peter Butler at London‘s Royal Free Hospital in the UK was given permission by the NHS ethics board to carry out a full face transplant. His team will select four adult patients (children cannot be selected due to concerns over consent), with operations being carried out at six month intervals. In March 2008, the treatment of 30-year-old neurofibromatosis victim Pascal Coler of France ended after having received what his doctors call the worlds first successful full face transplant.

Ethical concerns, psychological impact, problems relating to immunosuppression and consequences of technical failure have prevented teams from performing face transplant operations in the past, even though it has been technically possible to carry out such procedures for years.

Mr Iain Hutchison, of Barts and the London Hospital, warned of several problems with face transplants, such as blood vessels in the donated tissue clotting and immunosuppressants failing or increasing the patient’s risk of cancer. He also pointed out ethical issues with the fact that the procedure requires a “beating heart donor”. The transplant is carried out while the donor is brain dead, but still alive by use of a ventilator.

According to Stephen Wigmore, chair of British Transplantation Society’s ethics committee, it is unknown to what extent facial expressions will function in the long term. He said that it is not certain whether a patient could be left worse off in the case of a face transplant failing.

Mr Michael Earley, a member of the Royal College of Surgeon‘s facial transplantation working party, commented that if successful, the transplant would be “a major breakthrough in facial reconstruction” and “a major step forward for the facially disfigured.”

In Wednesday’s conference, Siemionow said “we know that there are so many patients there in their homes where they are hiding from society because they are afraid to walk to the grocery stores, they are afraid to go the the street.” “Our patient was called names and was humiliated. We very much hope that for this very special group of patients there is a hope that someday they will be able to go comfortably from their houses and enjoy the things we take for granted,” she added.

In response to the medical breakthrough, a British medical group led by Royal Free Hospital’s lead surgeon Dr Peter Butler, said they will finish the world’s first full face transplant within a year. “We hope to make an announcement about a full-face operation in the next 12 months. This latest operation shows how facial transplantation can help a particular group of the most severely facially injured people. These are people who would otherwise live a terrible twilight life, shut away from public gaze,” he said.

Australian government provides $15.8 million for North Adelaide Technical College

Tuesday, June 27, 2006Australian Minister for Vocational Education and Training, Gary Hardgrave has announced the government will provide AU$15.8 million to establish an Australian Technical College in North Adelaide. The minister said the government was entering into a partnership with the Archdiocese of Adelaide and consortium of industrial and manufacturing companies.

The North Adelaide college will be located in Elizabeth and be operated as an independent non-government school. The college is one of 25 to be established across the country.

Enrolments at the college will begin in 2007 and will offer courses in areas where identified skills shortages exist in the North Adelaide region, specifically – engineering, construction, electronics and cooking.

Mr Hardgrave said that the proposed college had been popular among the North Adelaide business community. “This important initiative has been well received by North Adelaide business and industry, and will help to address skills needs and provide opportunities for those in greatest need, including a lot of Indigenous students in the region,” Mr Hardgrave said.

“The fact that this College is being led by local employers, local government and other key stakeholders, means it will be truly industry and community driven,” he said.

Australian Technical Colleges were established to cater for year 11 and 12 students who wish to do an apprenticeship as part of their school education.

The Australian Education Union has expressed a number of concerns about the model put forward by the government. In a report, they claim that trade facilities at TAFE colleges (operated by state governments) will deteriorate as funding is diverted to the ATCs. The union is also concerned that ATCs are supposed to be selective VET schools. According to the union they will have selective entry and preferential funding. It is feared that teachers will be lured away from schools and TAFE colleges to higher paid positions in ATCs.

The Education Union suggested that the government invest in schools that already offer vocational education programs.

NASCAR: Greg Biffle wins 2010 Price Chopper 400

Roush Fenway Racing driver Greg Biffle, who qualified fifth, won the NASCAR Sprint Cup Series 2010 Price Chopper 400 held on October 3, 2010 at Kansas Speedway in Kansas City, Kansas, United States. This became his second win of the season.

Biffle was chased by Jimmie Johnson up to the finish line, but was not able to catch him this weekend. Following the race, Johnson became the points leader after three of ten events in the Chase for the Sprint Cup.

Kevin Harvick managed the third position in the closing laps of the race, after starting twenty-fourth on the grid. Pole position winner Kasey Kahne collided with the wall earlier in the race, which prompted him to a thirty-seventh place finish.

Tony Stewart, from the Stewart Haas Racing team, clinched the fourth position, after leading the most laps with 76. Jeff Gordon followed Stewart in fifth, while Carl Edwards could only manage sixth.

Matt Kenseth, Paul Menard, Ryan Newman, and A. J. Allmendinger rounded out the top ten finishers in the race. Other drivers in the Chase, such as Denny Hamlin finished twelfth, and Kyle Busch finished in twenty-first.

Johnson now heads the Drivers’ championship with 5,503 points, eight points ahead of Denny Hamlin. Manufacturers’ ?hampionship standings is lead by Chevrolet with 212, thirty-seven points ahead of Toyota and 77 ahead of Ford. Once the race concluded, Johnson commented, “I know we came [into Kansas] second. Of course, I wanted to be leading. I could care less where the 11 [Hamlin] was [Sunday]. It’s just not time to worry about that stuff. After Talladega, teams and drivers can work on a strategy of protecting or taking chances. We have to get deeper into the Chase to be concerned about who the points leader is.”

Protesters dance for gay rights, health care at Philadelphia ‘Queer Rager’

On Wednesday night more than 1,000 protesters, most of them part of the LGBT community, staged a dance protest they called the “Queer Rager” outside the Leows Hotel in Philadelphia’s Center City, where the U.S. Republican Party has arranged a retreat. Gay rights and health care featured amongst the issues raised.

Protesters expressed concerns about traditional gay issues, but Republican U.S. President Donald Trump’s impending repeal of the Affordable Care Act, law enforcement, climate change and other issues were also visible. Signs included “Health Care Is a Human Right,” “BROWN BLACK LGBTQ LIVES MATTER,” and “Trans Bodies Are Beautiful.”

Titled “Queer Rage(r): Guerrilla Dance Party,” participants were invited to dance and carry signs. Like the Women’s March last Saturday, this protest was organized partially through Facebook.

The focus for tonight is to call attention to the ways in which queer and trans, especially queer and trans black and brown people, do not have access to a lot of healthcare

Event organizer Hanako Franz told ABC Channel 6, “The focus for tonight is to call attention to the ways in which queer and trans, especially queer and trans black and brown people, do not have access to a lot of healthcare.”

“Get ready to WERK it out,” reads the event’s official Facebook page. “As they try to take away our health care, to police Black, Brown, Trans and Queer bodies, to regulate our bodies, we’re here to say #WeAreQueer #WeAreHere #WeWillDance.”

This is part of several events, including a rally by health care professionals, expected to continue until today, when the retreat ends. One event, which has been given the go-ahead by the city of Philadelphia, is expected to draw 3,000 participants.

Empty tower at Miami International Airport catches fire

A fire broke out earlier today at an Airlines ramp control tower at the Miami International Airport. The building is currently being constructed. The fire is believed to have been sparked by hot roofing tar that spilled. The building is part of an expansion at the airport.

There fire is confined to the upper deck of the tower. There are no reports of flight delays because of the fire.
